	नागरिकों की खुशहाली एवं परिपूर्ण जीवन के लिए आंतरिक तथा बाह्य सकुशलता आवश्‍यक है। सिर्फ भौतिक प्रगति व सुविधाओं से अनिवार्य रूप से प्रसन्‍न रहना संभव नहीं है। राज्‍य का पूर्ण विकास नागरिकों की मानसिक, शारीरिक एवं भावनात्‍मक उन्‍नति तथा प्रसन्‍नता से ही संभव है। अत: नागरिकों को ऐसी विधियां तथा उपकरण उपलब्‍ध कराने होंगे, जो उनके लिए आनंद का कारक बनें। विकास का मापदण्‍ड मूल्‍य आधारित होने के साथ-साथ नागरिकों के आनंद ज्ञात करने वाला भी होना चाहिए। इस अवधारणा को साकार करने के लिए भौतिक प्रगति के पैमाने से आगे बढ़कर आनंद के मापकों को भी समझा जाए तथा उनको बढाने के लिए सुसंगत प्रयास किए जावे। इस उदद्देश्‍य से राज्‍य सरकार द्वारा आनंद संस्‍थान का गठन अगस्‍त 2016 में आनंद विभाग के अर्न्‍तगत किया गया।
